PJM interconnection

PJM coordinates generator interconnection across its regional transmission system through cycle, legacy, and designated non-cycle processes.

Guide updated October 9, 2026.

Confirm the process and submission tool

PJM distinguishes cycle service requests, legacy serial requests, and non-cycle paths such as replacement generation and surplus interconnection service. Begin by identifying the correct category and the project's existing queue or cycle status. The Service Requests page links to these paths and their status information.

Submission tools are in transition. PJM's application page directs specified project groups to NextGen, while Queue Point remains in use for other groups. Check the current routing on that page before creating or updating a request. Establish the company profile and individual account access needed for the selected tool. Application and forms

Build the application record

Use the current application, agreement, and cycle instructions to define the actual submission requirements. Organize the working package around:

  • Project company, contacts, project identifiers, and applicable certifications.
  • Technology, facility ratings, requested injection, and requested interconnection service.
  • Point of interconnection, transmission owner, voltage, and geographic location.
  • Site-control evidence and a layout that represents the proposed facility.
  • Technical data, one-line diagrams, model files, and equipment documentation.
  • Study and readiness obligations, supporting payment records, and project dates.

Keep capacity-interconnection requests distinct from equipment nameplate and net export. A spreadsheet field labeled “MW” is not enough context on its own: record the meaning, operating condition, and source for each capacity value. PJM's application resources include forms, certifications, financial instruments, and links to the governing documents.

Prepare dynamic and EMT models

PJM publishes separate Dynamic Model Development Guidelines and EMT Model Development Guidelines. Select the applicable deliverables and study-stage requirements from these sources, then confirm the expected package with the project study team. Dynamic model guidance, EMT model guidance

For preparation, maintain a model manifest listing file names, software dependencies, supplier versions, equipment represented, and supporting test evidence. Track generic study assumptions separately from manufacturer-supplied controls. Document the relationship among inverter units, plant controller, collector network, transformers, reactive devices, and the POI.

Cross-check the model package against the one-line diagram and equipment schedule. For storage or hybrid configurations, identify import and export limits and show how controls enforce any shared limit. A model that opens successfully still needs the checks and acceptance required for its intended study.

Track commercial and site evidence

Use the current tariff and process-specific instructions for deposit calculations, readiness milestones, site-control requirements, and withdrawal treatment. PJM's forms page links to financial instruments and its tariff; avoid assuming the same schedule applies to every cycle or non-cycle path. Financial and agreement resources

A useful internal register associates each obligation with the project identifier, responsible person, due date, evidence, and acknowledgement. Keep site documentation tied to the same parcel boundaries and project layout used in the technical exhibits. Record changes to ownership, project scope, and equipment so that the affected forms can be reviewed together.

Review the package as one project

Recommended preparation checks include:

  1. Confirm that every attachment uses the correct project and company identifiers.
  2. Reconcile nameplate, export, and requested interconnection rights without treating them as interchangeable.
  3. Verify that model revisions, equipment counts, and drawing revisions agree.
  4. Distinguish submitted, acknowledged, and accepted items in the action log.
  5. Preserve the portal submission and each deficiency response as a dated version.

Use PJM's cycle and non-cycle request links to follow the correct status and subsequent workstream.
